Rolando is a graduate of University of Texas at San Antonio with a BS in Civil Engineering. He is a licensed Professional Engineer in Texas. Throughout his 28-year career, his work has focused heavily on design and construction of transportation facilities in the San Antonio area, ranging from major urban freeways and throughfares, rural highway and county roads, transit facilities, and municipal projects including streets, drainage, and utilities. His experience includes 13 years at TxDOT San Antonio District, where he served as a Transportation Design Engineer & Construction Engineer. |
